I found a lot for programs that will change reg setting but thay all cost $20 or more. Is there a place to go to show people how to do it manuly or a free program that will do a good job?

In general, we don’t recommend registry cleaners for casual use, because they can actually cause damage to your system, rendering it unbootable, and in general they don’t provide a huge performance benefit to your system.
