Reinstalling After Virus Infection

Is it better to wipe a hard drive with a full reformat after a virus infection or is a quick reformat good enough. Since a quick reformat basically just wipes out the partition table and the files are still on the drive would this present a possibility for the virus to resurface? I guess to be completely safe I could wipe the partitions and do a security wipe (writing ones and zeros to the drive several times) but this seems to be a bit over kill

Either format is just fine. The virus will not reactivate if it can’t run.
