I’m wondering which of the following would be the best choice for rural broadband in terms of transfer and latency rate: quityInternet’s WiMAX or NetKaster’s two-way satillite or a favorite of your’s.

We can talk all we want about ideal technologies, but you can only buy what’s offered. I think Wimax offers the best choice in the future, but it’s rarely offered. Older, microwave based, technologies are more common and work well if there’s line of sight to the source - which means it works best in flat areas.
Satellite is often the only choice for rural internet access. There are two negatives to satellite internet: upstream speeds are very low, and latency is high, which makes it bad for some applications like online gaming and VoIP, but it’s fine for surfing and email.
